Train Operating Companies (TOCs) run rail passenger services. They do this by leasing and managing stations from Network Rail.

All new build schemes are required to have a sustainable urban drainage scheme (SUDS), which means that it must capture any rainfall in excess of that which the virgin ground would have absorbed (and release it back into the water course v slowly).
